            หากไม่ผิดแผน เมกะโปรเจ็กต์ คาสิโนรีสอร์ทแห่งแรกของสิงคโปร์ ภายใต้ชื่อ โครงการมารินา เบย์ แซนด์ส รีสอร์ท ที่ดำเนินการโดย บริษัท ลาสเวกัส แซนด์ส (Las Vegas Sands Corp.) ที่ทุ่มเงินลงทุนกว่า 5 พันล้านดอลลาร์สหรัฐฯ หรือแสนล้านบาท นับเป็นหนึ่งในคาสิโนที่ใช้เงินลงทุนสูงที่สุดในโลก ครอบคลุมเนื้อที่มากถึง 7.4 หมื่นตารางเมตร จะเปิดให้ดำเนินการในพื้นที่บางส่วนก่อนภายในปี 2552 หรือปีนี้ และจะเปิดคาสิโนโครงการที่สองบนเกาะเซ็นโตซ่า ด้วยการลงทุน 3,400 ล้านเหรียญสหรัฐฯ ภายในปี 2553

            หากโครงการนี้เสร็จตามเป้าจริง สิงคโปร์จะกลายเป็น ศูนย์กลางลาสเวกัสเอเชียแบบครบวงจร โดยแผนการตลาดจะมุ่งดูดตลาดใหญ่ของโลก 2 ประเทศ สาธารณรัฐประชาชนจีน และอินเดีย เข้ามาใช้บริการ ซึ่งผู้บริหารโครงการตั้งเป้าว่าในปีแรกจะเพิ่มกำลังซื้อหรือจำนวนนักท่อง เที่ยวเข้าสิงคโปร์ 17 ล้านคน เพิ่มมากกว่า 1 เท่าจากปัจจุบันมีเพียง 9.7 ล้านคน จากการเนรมิตพื้นที่สร้างศูนย์ประชุมไมซ์เนื้อที่ราว 1 แสน ตร.ม.รองรับได้ 2,000 บูท มีพนักงานดูแลกว่า 50,000 คน มีห้องพัก 5 ดาว 3 โรงแรม รวม 2,500 ห้อง ภายในมีสปา ภัตตาคาร สวนประติมากรรม สระว่ายน้ำ จุดชมวิว 360 องศา

            รวมทั้งเป็นกาสิโนแห่งแรกที่จะมี Paiza Club สำหรับลูกค้าไฮเอนด์ และมีเชฟแบรนด์มิชชาลีนชื่อก้องโลกมาปรุงอาหารเสิร์ฟเป็นส่วนตัว อีกทั้งมีโรงละครล้ำสมัยนำเสนอเรื่องราวบรอดเวย์  

            วิลเลียม ไวด์เนอร์ ประธานบริษัท ลาสเวกัส แซนด์ส (Las Vegas Sands Corp.) กล่าว ว่า บริษัทมีเงินเพียงพอที่จะเดินหน้าโครงการก่อสร้างคาสิโนแห่งแรกในสิงคโปร์ ให้แล้วเสร็จ โดยไม่ต้องขอความช่วยเหลือจากรัฐบาลสิงคโปร์และมหาเศรษฐี Kwek Leng Beng โดยบริษัทสามารถระดมทุนเพิ่มได้ 2.1 พันล้านดอลลาร์จากการขายหุ้นและวอร์แรนต์ 

            ก่อน หน้านี้ นายมาห์ โบว์ ตัน รัฐมนตรีพัฒนาเศรษฐกิจแห่งชาติสิงคโปร์ ได้ให้สัมภาษณ์ว่า รัฐบาลสิงคโปร์พยายามค้นหาแนวทางยุทธศาสตร์ของประเทศ จนได้ลาสเวกัส แซนด์ส คอร์ป มารับสัมปทานบริหาร 30 ปี เพื่อจุดพลุจุดขายใหม่ให้ยิ่งใหญ่ในเอเชียในการสร้างคอร์ปอเรตรีสอร์ตผนวกกับเอ็นเตอร์เทนเมนต์ ถือเป็นจุดเริ่มต้นแห่งความเป็น MICE KING ของสิงคโปร์ หรือการเป็นศูนย์กลางของตลาดไมซ์แห่งเอเชีย (Meeting Incentive Convention and Exhibition)  โดยใช้กลยุทธ์ 3 ประการคือ

            1. เป็นศูนย์กลางการจัดประชุมและการแสดงสินค้าของภูมิภาคเอเชีย(Leading Convention & Exhibition City in Asia)  

            2. พัฒนาสิงคโปร์ให้เป็นจุดหมายปลายทางของการพักผ่อนของเอเชีย  

            3. ส่งเสริมให้สิงคโปร์เป็นศูนย์กลางด้านบริการของเอเชีย (Service Centre of Asia) โดยให้ชาวต่างชาติที่เดินทางไปยังสิงคโปร์ได้รับบริการที่ดีมีคุณภาพ ทั้งบริการด้านสุขภาพ และด้านการศึกษา 

            มูลค่า การลงทุนของมารีน่า เบย์ ประเมินว่าจะใช้งบลงทุนทั้งหมดกว่า 5,000 ล้านดอลล่าร์สิงคโปร์หรือราว 115,000 ล้านบาท (อัตราแลกเปลี่ยน 23 บาท ต่อ1 ดอลล่าร์สิงคโปร์) เพราะมารีน่า เบย์ ไม่ได้เป็นแค่รีสอร์ทหรือ กาสิโนเท่านั้น แต่เป็นแหล่งรวมทุกอย่างที่เป็นเอ็นเตอร์เทนเม้นท์ คอมเพล็กซ์ครบวงจร และเพิ่งเริ่มดำเนินการก่อสร้างในปีนี้ คาดว่าจะสามารถเปิดให้บริการได้ภายในปี 2552 

            เป้า หมายอันดับแรกเล็งถึงผลตอบแทนทางเศรษฐกิจระยะยาว การขับเคลื่อนอุตสาหกรรมท่องเที่ยว การเร่งปั่นเศรษฐกิจเติบโตอย่างรวดเร็ว ขยายการจ้างงาน จากการประเมินเบื้องต้นหากมารีน่า เบย์ แซนด์ส เปิดบริการปี 2552 สิงคโปร์จะมีรายได้ผลผลิตมวลรวมในประเทศ (GDP) เพิ่มทันทีอีกประมาณ 2,500 ล้านเหรียญสิงคโปร์

             โดยลักษณะพื้นที่ ครึ่งหนึ่งของโครงการมาริน่า เบย์ แซนด์ส ตั้งอยู่ในย่านการค้าของสิงคโปร์ และจะเป็นหนึ่งในโครงการกาสิโน 2 แห่งของสิงคโปร์ โดยโครงการคาสิโนแห่งที่สองกำลังก่อสร้างใกล้เกาะเซนโตซ่า ซึ่งมีบริการทั้งชายหาด สนามกอล์ฟ และเรือยอร์ช  เป็นที่ตั้งของสวนสนุกและสนามกอล์ฟที่มีชื่อเสียง ที่ดำเนินการโดยบริษัทเก็นติ้ง ไฮแลนด์ จำกัด จากประเทศมาเลเซีย โครงการจะมีการลงทุน 3,400 ล้านเหรียญ สหรัฐฯ โครงการนี้มุ่งเน้นกลุ่มนักท่องเที่ยวทั่วไปโดยสถานที่ตั้งอยูใกลกับย่าน ชายหาดบนเกาะ เซ็นโตซา ก็จะเริ่มก่อสร้างในปีหน้านี้เช่นกัน โดยจะสร้างสวนสนุกขนาดใหญ่ที่สุดในเอเชียด้วย  ของ Universal Studios มีขนาดใหญกว่าสวนสนุก Universal Studios ที่มีอยูแล้วที่นครลอสแอนเจลิสซึ่งปัจจุบันสวนสนุกแห่งนี้มีผูมาเที่ยวมาก ถึง 4.25 ล้านคน/ปีนอกจากนี้ โครงการยังมี DreamWorks Digital Animation Studios ของผูกํากับชื่อดัง คือ Steven Spielberg เพื่อ ใหผู้ชมได้เรียนรู้ถึงการสร้างภาพยนตรแอนิเมชั่นด้วย รวมถึงอุทยานสัตวน้ำ ขนาดยักษใหญที่สุดในโลก และโรงแรม 6 แห่ง จํานวนห้องพักรวมกันมากถึง 1,830 ห้อง 

            โครงการที่สอง คาดว่าจะสามารถเปิดให้บริการได้ในปี 2553 โดยทั้งสองโครงการ เป็นปัจจัยหลักในการขับเคลื่อนเศรษฐกิจของสิงคโปร์  คาดว่าจะมีรายได้เพิ่มขึ้นประมาณ 2.7 พันล้านดอลล่าร์สิงคโปร์ต่อปี หรือประมาณ 62,100 ล้านบาทต่อปี และคาดว่าจะเพิ่มสัดส่วนนักท่องเที่ยวได้สูงถึง 17 ล้านคนภายในปี 2558

            ประวัติการก่อตั้งบ่อนคาสิโนเริ่มเมื่อเมษายน 2548 นายกรัฐมนตรี Lee Hsien Loog  ของ สิงคโปร์ ประกาศว่ารัฐบาลจะอนุญาตให้มีการเปิดกาสิโนได้อย่างถูกต้องตามกฎหมายเป็น ครั้งแรก หลังจากที่เคยห้ามไม่ให้มีการเปิดกาสิโนในประเทศมานานกว่า 4 ทศวรรษ       ด้วยการดำเนินนโยบายอนุรักษ์นิยมมาโดยตลอด  ด้วยมีเป้าหมายที่จะเข้าช่วงชิงส่วนแบ่งในตลาดกาสิโนของโลก

            และ ถึงแม้ว่าการตัดสินใจให้มีการเปิดกาสิโนจะขัดต่อแนวทางการบริหารประเทศใน อดีต รวมทั้งยังขัดต่อหลักวัฒนธรรมและศีลธรรมอันดีในการรักษาความสงบเรียบร้อยของ ประเทศ และส่งผลต่อปัญหาการก่ออาชญากรรมในประเทศ แต่ถึงแม้ชาวสิงคโปร์ซึ่งไม่เห็นด้วยกับแนวคิดดังกล่าวของรัฐบาลกว่า 30,000 คน ได้ร่วมกันลงชื่อเพื่อต่อต้านการสร้างกาสิโนดังกล่าว แต่รัฐบาลสิงคโปร์ก็ไม่เปลี่ยนใจและยังคงยืนยันแผนการดำเนินการเปิดกาสิโน ต่อไป 

            สำหรับ เหตุผลสำคัญที่อยู่เบื้องหลังการตัดสินใจของรัฐบาลสิงคโปร์ในการอนุญาตให้ เปิดกาสิโน ทางธนาคารเพื่อการส่งออกและนำเข้าแห่งประเทศไทย โดยส่วนเศรษฐกิจต่างประเทศ ฝ่ายวิชาการ ได้วิเคราะห์ประเด็นหลัก ๆ ไว้ว่า

1.   เพื่อการลดการพึ่งพารายได้จากการส่งออกอิเล็กทรอนิกส์   ที่ กำลังเผชิญปัญหาการแข่งขันที่รุนแรงขึ้นจากหลายประเทศในภูมิภาคเอเชียตะวัน ออกเฉียงใต้ โดยเฉพาะจีนและอินเดีย ซึ่งมีความได้เปรียบเรื่องค่าจ้างแรงงานที่ต่ำกว่า  

2.   ช่วง 10 ปีที่ผ่านมา สิงคโปร์มีส่วนแบ่งตลาดของธุรกิจท่องเที่ยวในภูมิภาคเอเชียลดลงกว่า 50% จาก 13.1% ในปี 2534 เหลือเพียง 5.8% ในปี 2547   

3.   มี การคาดว่าในปี 2553 ประเทศในเอเชียจะมีรายได้จากธุรกิจกาสิโนรวมกันสูงถึง 23 พันล้านดอลลาร์สหรัฐต่อปี รัฐบาลสิงคโปร์จึงเพียงต้องการดึงดูดให้นักท่องเที่ยวเข้ามาท่องเที่ยวใน สิงคโปร์เพิ่มขึ้น มากกว่าที่จะหวังรายได้จากกาสิโน เพื่อส่งเสริมธุรกิจท่องเที่ยวของสิงคโปร์ ภายใน 10 ปี หลังเปิดกาสิโน  

4.   ปัจจุบัน ชาวสิงคโปร์มีการนำเงินไปเล่นการพนันในกาสิโนต่างประเทศสูงราว 1 พันล้านดอลลาร์สหรัฐต่อปี โดยแหล่งกาสิโนที่ชาวสิงคโปร์นิยมเดินทางไปเล่นการพนันกันมาก คือมาเลเซีย ลาสเวกัส และมาเก๊า การเปิดคาสิโนในสิงคโปร์จะช่วยดึงดูดเม็ดเงินที่ชาวสิงคโปร์ใช้เล่นการพนัน ในต่างประเทศกลับประเทศได้ราวปีละ 60% ของจำนวนเงินทั้งหมดที่ชาวสิงคโปร์ใช้เล่นการพนันในต่างประเทศ 

            อย่างไรก็ตามด้าน Merrill Lynch& Co. ได้ คาดการณ์ว่า ธุรกิจกาสิโนของสิงคโปร์จะก่อให้เกิดการจ้างงานเพิ่มขึ้นถึง 35,000 คน ซึ่งจะส่งผลให้เศรษฐกิจของประเทศขยายตัวเพิ่มขึ้นเฉลี่ยราว 0.4% ต่อปี  มีรายได้เพิ่มขึ้นประมาณปีละ 1 พันล้านดอลลาร์สหรัฐฯ ในช่วงเวลา 5 ปีที่กาสิโนเปิดดำเนินการ ทั้งนี้รัฐบาลได้เตรียมแก้ไขปัญหาไม่ให้ชาวสิงคโปร์ติดการพนัน ด้วยการเรียกเก็บค่าธรรมเนียมการเข้ากาสิโนจากคนในประเทศในอัตราที่สูง และยังเป็นที่คาดกันว่าการเปิดกาสิโนจะส่งผลในทางลบต่อชาวสิงคโปร์รุ่นใหม่ ที่อาจคิดว่า การพนันอาจนำมาซึ่งโชคลาภและทำให้มั่งคั่งได้โดยง่าย โดยไม่ต้องใช้ความรู้ความสามารถในการทำงาน

            การ เปิดกาสิโนจึงถือได้ว่ารัฐบาลสิงคโปร์ต้องวางเดิมพันครั้งใหญ่ ระหว่างผลประโยชน์มหาศาลทางเศรษฐกิจที่คาดว่าจะได้รับ กับความเสี่ยงต่อทัศนคติของชาวสิงคโปร์ รวมถึงมีวิถีการดำเนินชีวิตที่อาจผิดแปลกไปจากเดิม โดยอาจนำมาซึ่งปัญหาทางสังคมในระยะยาว 

            การ กำหนดยุทธศาสตร์ชาติของสิงคโปร์ครั้งนี้จึงมีความเสี่ยงและท้าทายอยู่ในที ที่จะต้องมาประมวลผลกระทบหลังจากเปิดคาสิโนที่ใหญ่ที่สุดในเอเซียภายในปีนี้

            ใน ขณะนี้ ส่วนเรื่องประเทศไทยควรจะเอาอย่างหรือมีความจำเป็นต้องมีกาสิโนเกิดขึ้น เหมือนคนอื่นหรือไม่ คงเป็นสิ่งที่ต้องมีการถกเถียงกันอีกนาน ซึ่งผมจะสรุปในตอนท้าย ๆ ของ Series แต่สำหรับสิ่งที่ประเทศไทยมีเป็นทุนเดิมอยู่แล้ว อย่างทรัพยากรธรรมชาติ ที่มีอยู่หลากหลาย ควรจะฟื้นฟูสภาพและพัฒนาอย่างไร เพื่อสนองตอบความต้องการและดึงดูดนักท่องเที่ยวเข้าประเทศดีกว่าคิดเรื่อง เอ็นเตอร์เทนเม้นท์คอมเพล็กซ์ หรือบ่อนคาสิโนในตอนนี้
